Some people say that Foster city and redwood shores used to be electronic junk dumps, and the cities were built on top of that. Is that true?

Perhaps you heard that they were built on landfill? Landfill, in this context, does not mean garbage.

Creating the Land

What's cool is that Brewer's Island used to be one guy's dairy farm.

Yes, but not garbage (as most people think of when they hear the word "landfill"). I think this difference in the meaning of the word confuses many, and that's how the rumors that the OP is referring to get started...

I've had funny discussions when talking to people about Foster City and other filled in areas of the Bay (such as, Alameda), and when I say it was made with landfill, they usually go "eww"...and then I clarify and say, "no not garbage 'landfill', but with rocks and/or sediment from dredging the Bay floor." Jaypee's link above is pretty good on showing Foster City's story.

In Alameda's case, the land that was removed to make the channel between Alameda Island (which used to be a peninsula) and Oakland was used to fill in Bay Farm "island" (which used to be an actual island). It's kind of funny because Alameda Island used to not be connected to the main land as a peninsula, and Bay Farm Island (peninsula) used to actually be an island. Alameda's history is pretty interesting: Alameda, California - Wikipedia, the free encyclopedia

I was pretty sure I heard electronic waste. The word landfill doesn't lead to anything electronic. I thought that meant when silicon valley was a huge manufacturing center for electronic products, they used to dump the waste into the bay and the current foster city buried them with landfill. But looks like this is not the case.

Sorry you think the question is stupid. I was shocked when I heard about this too. That's why I popped up the question so that people are long time Bay areaers can clear it up.
