The area has mostly seen infill. But Dublin has a lot of building on the hillsides and is going to continue to built on the hillsides. Livermore has refused to build on the hillsides and the citizens have fought tooth and nail to prevent it and the city council has listened. Livermore citizens fight high density housings and even fought to keep Bart from building a station in downtown.

That is precisely what Americans have been doing for the last 40 years. The population crisis and sprawl has been caused primarily by immigration.

That open space is not Livermore. The developed portion is of course...but nearly all of the undeveloped area north of the freeway is outside the Urban Growth Boundary. The area just north of 580, to the east of the developed area - kinda right at the midpoint of the wing struts, I happen to know is owned by BART, for their eventual use as a station/maintenance depot.

And the rest of the open space in the photo, in the foreground, is county land, and not very buildable anyway - those hills are just mud and clays, and all of the grades are too steep for construction.

I have done a lot of research on this, having bought into a development partnership out there with some friends that are longtime residents. You'd be surprised but the only opportunities left in Livermore are infill.

Exactly. The native born population in the Bay Area is declining. The white population as well as non whites who were born in the region are moving out. Most of overpulation and sprawl is being driven by the H1b program in the Silicon Valley. Most conservationist organizations will not admit this openly. The right doesn't care either because they just care about profits.
