Bottom line, everyone downtown, the Tenderloin, and SOMA is black. It appears to be a completely black neighborhood, but according to the census these neighborhoods have very little black people. But, everyone on the street is black. Does this mean that practically all of these people are homeless??

Apparently, if you're homeless, this is the best place in the country to be.

St Anthony's Dining Hall and Glide Memorial are both located in the area. Maybe this is why you see so many homeless...they're getting a meal.

Yep. You need to google a series of articles on the homeless population of SF's Tenderloin and Mission Districts. Downtown SF is where the city of SF wants to keep the homeless "contained'. They get no cash whatsoever, but free, decent housing, foodstamps and whatever else they need short of giving outright cash.

If you're homeless in the USA, the BEST place to be is SAN FRANCISCO.

a large amount of them take the Bart from Oakland, Richmond, etc into SF to hang out in SF , selling drugs, pan handling, getting free meals , loitering

lots of people wander around downtown but dont actually live there, they even beg for spare change to take the bart / bus to get back home

When I was in the Mission, it definitely was not a black neighborhood, but around the BART station I saw quite a lot of African Americans. However the more deeper I got into it it was really mainly a Latino neighborhood and few Asians and anything else. Good food and atmosphere.. for the most part.
