It's by Metropolitan Statistical Area's (MSA), not individual cities.

And there is no OC MSA. It's one giant piece of sprawl that is LA as far as MSA goes. LA has a lot of poor people. Not that MSAs really make a sense entirely. It's no like SF-Oak and and SJ aren't one continuous piece of sprawl either.
