Funny, SF and NY are the #1 and #2 complainers in the USA.

That rate was only surpassed by the kvetchers in San Francisco, who phoned their hot line 446 times per 100 residents the same year. The most content residents apparently live in Pittsburgh, where only 16 percent placed 311 calls in 2009, according to the study.

Just because they don't kvetch doesn't mean that they're satisfied over there in Pittsburgh. They could just be too wimpy to tattle!

It does not matter if the residents complain. The cops in SF are usually least interested in doing their jobs. They have better things to do, like hanging out at restaurants/coffee shops and collecting fat paychecks.

How can people in Pittsburgh complain? They are always inside during the cold season. And there's no public amenities to complain.

I wonder if the same complainer complains a lot more than another complainer that whines only once. Maybe, SF has a few big complainers who whine and whine as opposed to NYC.
