This is what you get, if you are willing to spend $100 per month for bridge toll to cross the Dumbarton Bridge from the east bay (Fremont, Newark, Union City):

Fremont is overall nice. Union City and Newark have sketchy areas, so you'd have to learn about particular neighborhoods.

You'd have to get feedback regarding all the options on the peninsula, as far as areas to avoid.
