Filled out some forms this evening for my wife's company. She gets the three preference marks for being a small, woman and minority owned company. The latter portion strikes me as odd. Is governmental preference still necessary, at least for local San Jose expenditures, because White males still have an unfair advantage in the marketplace?

Yah, I can't see how that form is accurate/applicable in CA, because non-hispanic whites are also a minority.
