I'm moving to southern Monterey Bay (Pacific Grove, Seaside, Monterey, Marina) for schooling and wondering how friendly the area is for bicycle commuting. Are the streets safe to ride during the night?

There are bike paths next to the freeways, but I don't know about substreets

Add Sand City to your mix. Its pretty safe cycling from PG to Marina on the well-known path there, but the rest of your route would need closer checking out. If you are going to CSUMB or anywhere downtown in the cities mentioned you should be OK. Also, a few bikers commute on Hwy 68 between Monterey/Del Rey Oaks and Salinas, but they use strobe lights front and rear and seem to watch out for themselves pretty closely.

Definitely. From PG to Monterey and beyond there is an entire sheltered bike path off the street that makes it easy to bike~!

I lived in Pebble Beach, Carmel and Monterey. It is very bike friendly there. Carmel is also very dog friendly, some restaurants allow your dog to come in and join you at your table.
Get a very bright bike light as it is very dark at night if not foggy. Watch out for deer in Monterey and Pebble Beach, and raccoons in Carmel.
I used to ride the bike path up to costco with my dog in a basket, never had a single problem.
