First of all let me say that I'm all for red light cameras.
The driver makes the choice of whether they receive a ticket or not.
I agree that any intersection is potentially dangerous. Most non-impairment (alcohol or drugs) accidents are caused by recklessness (such as trying to beat a red light), or inattention (such as cell phone texting).
Many intersection related accidents involve serious injuries as vehicles are traveling in different directions (T-bone) and pedestrians are added to the equation.
As an avid walker, I have nearly been struck on numerous occassions, yes every instance was at an intersection. My attention to the vehicles allowed me to not step into the crosswalk, get out the way, or yell so they could stop.
