There is a show I watch called Fixer Upper. A young couple in Waco TX, which I understand is sort of a washed up armpit of a city, bought an old grain mill, with a warehouse, small outbuilding, and two huge grain silos. Starting in October, they are opening up a marketplace, sort of like Round Top, in TX, or Brimfield, MA Antique Markets, as well as other vendors and food trucks.
Watch that show also...

There is a huge area east of town that could be paved over until they figure out what in the hell they want to do with it for a minimum cost. The market would be a perfect fit there.

Yes, but it's a shame that a regional Farmers' Market like Savannah's would decline to the point of no return -- due to its outdated site in Garden City. If Savannah's foodies could go back on a time machine and see the old market, they'd cry. Based on quality AND price, it was phenomenal. The Forsyth Park outfit is good, but it's a pale shadow of the the Farmers' Market of the 1960s-1970s.

So, since it is run by a government entity, nobody is invested in it's success.

Doesn't the same "government entity" that ran the market in 1968 run it now? I think it suffers from other factors: an obsolete site, changing demographics, other consumer options (since the 1990s, Savannah supermarket produce is of much better quality, a nationwide phenom). And farmers have better options: modern GA farmers just don't want to sell produce retail at a Farmers' Market. They make more money wholesale.

When I lived in Cincinnati there was a market downtown called Findlay Market and a lot of the family's would buy produce at the wholesale place and then resell it a lot lower than the supermarket prices. A lot of market up in produce.
