Why don't the city look into making it an at grade RR crossing and eliminate the underpass. Or install barricade crossing arms that would activate automatically or could be activated when the street flooded to warn motorist.

OR ... why don't motorists just observe the signs that say CAUTION! Road floods when raining!

Perhaps it had quit raining at the time and the section of road under the RR underpass had not had time to drain. Savannah is known for poor drainage.

Come on, News. If you saw that, what would you think? Would you think caution means, " the water level may be over the roof of your car", or "be carefull, the water might be over the depth of your tires"?

Perhaps a stronger warning sign is in order.

Maybe vertically-written signs attached to poles on either side of the underpass saying
C
A
U
T
I
O
N

(or something similar) where the "N" is close to the ground and makes it clear to the approaching motorist how high the water actually is. Each letter could be 12" high (as a sort of yardstick to measure how high the water is). If you can only see "CAUT" above the water line, that's a pretty good indicator you need to stop!

that is a really good idea Daniel! on the plus side it helps because it is realistic vs just a 'warning' people may ignore because we all have "notification fatigue" now. On the other hand, legally that may put the city at jeopardy because if it gave the idea it was only "4 ft" or whatever based on the letters and it turned out to be higher, .. there's a get rich quick scheme. Pity since it's such a good idea! CounterC, Savannah is known for building things then not maintaining them. An effect is flooding. More recently paving everything including wetlands then digging ditches hoping they do as well as natural drainage that was existing.

Aren't signs governed by state, city and federal laws and standards of the transportation agencies? Lemonade stand signs can be approved however if you re not older than 10 as I understand the law.

Savannah is still responsible for protecting the public from recurring hazards like this. Blocking this section of Henry street under the RR underpass until water drains should be a priority. Signs alone are not enough but the city might consider painting large red lettered on white background warning on the RR overpass bridge structure.
