Well, I would imagine that we are much slower than most other intelligent races. I wouldn't go so far as to say we're the slowest, but we are pretty low in the race results.
If we had just stuck to one philosophy, the singularity would have happened in 1250 AD.
But maybe something like the dark ages is normal? We just won't know till we see how other societies advanced.

Honestly now my main focus is reaching the singularity. Then with the advanced technology I think all of these questions will finally be answered.
The biggest factor has been communication. Ever since humans began to speak, about 200,000, years ago we have been getting smarter exponentially. Since then we have been getting better and faster forms of communication.

Yes, then a race with wings or some other method that allows them to fly over cumbersome terrain would be an asset.
Graspers of some kind would allow for environmental manipulation.
Language is a must, obviously.
They would likely be social animals.
It would be unlikely they would strict herbivores. Omnivores and Carnivores sound like they would be more common.
The Average Cognitive Power (IQ) of a species would also play a role. Humans average at 100. Imagine a species with an average IQ of 150% human cognition, or 150. They would advance 150% as fast under our current conditions.
