Looks like "Weekend Warriors", a program American Music in Fremont offered in the 90s, with mentors and a performance at Pier 70 with all the bands. Five or six bands per season. I don't recall paying much to do it.

Very great musicians' scene at the Seamonster in Wallingford. Complex music being made, jazz/funk/reggae scene is thriving in Seattle. Come see, if you don't believe me.
