I have a phone interview for an opportunity located on West Mercer Street (near the intersection of 1st Avenue West).
What is the name of this neighborhood? What is the neighborhood known for?

Lower Queen Anne. Fairly trendy, some good bars and restaurants, close to Seattle Center (Key Arena, live theater, EMP, Space Needle etc.) Nice part of town.

Are there any other neighborhoods to consider that would offer a reasonable commute?
Are there any upscale apartment communities you'd recommend? The main desired amenities would be internal W/D and garage parking. Would prefer the rent not exceed $2,500/month but could go up to $3K. These numbers are high but much lower than Manhattan where I'm currently living.
I'd live in the same neighborhood (again). Three supermarkets within a short walk (one directly across from your office), tons of entertainment, decent buses to Downtown (or you can walk), near Elliott Bay aided by a new skybridge, tons of places to eat... Your rent level should provide good options including a number of new buildings.
If the job's on Lower Queen Anne, I think I'd stay in Queen Anne, but also look at Upper Queen Anne. You add a few minutes to the commute, but it has a nice feel. Views, less dense than Lower Queen Anne, but still plenty of shopping and dining.
I'd also vote to check out Upper Queen Anne. It's just as charming as the name suggests, and some of the best views in the entire city are along the south slope. You should easily be able to find something that meets your requirements.
Upper Queen Anne tends to be older married people with kids and is cleaner and more quiet. Lower Queen Anne tends to be more younger single people and is louder and more dirty. Upper Queen Anne is more removed while Lower Queen Anne is closer to Downtown Seattle and has better bus service and better nightlife. So it just depends on what your looking for. Upper Queen Anne is nicer but Lower Queen Anne has more action. I lived on Lower Queen Anne for 2 years and I spent lots of time up on Upper Queen Anne. Upper Queen Anne is a great place to raise a family but Lower Queen Anne is more fun for getting drunk with younger people. One cool perk for Lower Queen Anne is the Seattle Center which is a great city park and has the Key Arena which is great for concerts. I also used to love riding the monorail which is very fun and unique. One more thing, I think that Magnolia is the only neighborhood in Seattle that might be better than Upper Queen Anne for raising a family. Upper Queen Anne is closer to Downtown Seattle than Magnolia but Magnolia just seems like the best Seattle neighborhood to raise a family if you ask me. Lower Queen Anne definitely has more of a younger vibe that you get in Ballard and Capitol Hill.
One more thing, Upper Queen Anne definitely feels more wealthy than Lower Queen Anne. Also, Upper Queen Anne has Trader Joe's and Lower Queen Anne has Metropolitan Market. Both have a Safeway and there is a QFC on Lower Queen Anne.
