England loses on penalty kicks because of course they do. Hard luck.

I wasn't even rooting for England, but penalty kicks are so dumb. I like soccer, but I just have issues with the rules. And the fact that it's so ridiculously hard to score a goal, that many tied playoff games come down to penalties, which is not much better than a coin toss.

I think if each side had to take off, say, four players each prior to extra time, defense would be more difficult and we'd be more likely to see a result. But football has a long tradition so we're unlikely to see such a radical change.
