First Hill is very accessible from I-90. The Hilton Bellevue has ~$220/night rooms, and Extended Stay Factoria is $146.

That area is going to be MUCH nicer than anything you can get in Seattle for <$200.

When? is also important. Tues-Thru are leastprime expensive. Rates will begin to drop late Sept or October.

Major Hotels (Hyatt (multiple), Sheraton) are reasonable $$$. Bottom of Capitol Hill.
The Moore Hotel, is inexpensive but further to transit (4-5 blocks to Westlake Center). No AC. Renovated to bathrooms in each room. Popular with tourists and cruisers.

The Art Inn, is nearby at Seattle Univer. No idea. Parking maybe available in neighborhood.

The Art Inn is outside of the OP's budget. So is Inn at Virginia Mason, that someone else suggested, and the Best Western in Pioneer Square. The cheapest room at the College Inn in the University District is $205, not including tax. Rates might be better in Sept. They say they have parking, though I can't imagine where. This might be the best bet, though.

The Moore, being one of the cheapest, seems booked for Aug., though I didn't check every date.The Marco Polo is way out on Aurora, which can be seedy. Though the U District has its issues, too. OP, as the College Inn if their parking is safe from break-ins.

South of 46th, so upper Wallingford. Aurora doesn't really get "seedy" until 85th. They've got parking, units with two Queen beds, free WiFi. Easy to get to First Hill via Aurora (99) or I-5. #226 was Kurt Cobain's suite.

Thanks for this. The Kurt Cobain thing is interesting, but I just need a cheap, safe, relatively clean & dog-friendly place with parking that's close to Swedish 1st Hill. Looks like I'll be making more than 2 trips there.

Hate to pressure you, but you will need to make a decision ASAP with a no cost option to cancel.

You might try the Panama Hotel. It's an interesting place, very relaxed atmosphere. I've only been in the lobby. It is a climb for me up from Jackson St (only 2 blocks) because of my sciatica. It's also only a few blocks from Swedish but to get there its a real mountain climb (many many many stairs). Alternatively take the Broadway streetcar from Jackson St to Swedish.
No idea about dogs or parking. Not even sure if they are still in business.

If at all possible to stretch your budget, the Sorrento is truly the best option for your situation. This seems like an instance where economizing may end up costing you more in terms of health outcomes.

The Sorrento is closer than possibly any other hotel option, is dog friendly, offers amenities that are very helpful to patients (overnight parking, valet parking, and room service) and the hotel even offers special rates to medical guests:
