In Austin, the county has all of its residential property values online and searchable either by address or owner's name. Is there something similar in Seattle?

Here you can do it by address or parcel number.

No, not by name. Once you've found the property, it will identify the property owner.
If you know an approximate address, you can see neighboring parcels and maybe eventually find them that way.

You can go into the county records (King County, Washington (http://www.metrokc.gov - broken link), then click on recorded documents) and search by name there. Only problem is a lot of documents are not available online, so it may or may not work.
