Pepper spray laws vary from Country to Country, and I suppose vary by State here in the U.S....

But pretty sure here in N.Y. the Bear would be in deep doodoo...
ANY prohibition of weapons for the citizens begins a slippery slope into tyranny.
This is just another example of where it can go.
And it does nothing but encourage violent crime, and encourage
the "government" to ignore such crime, or demonize those who
speak the truth about such crime.
Australia is in the ditch at the bottom of the slope—no handguns for regular citizens, draconian regulations on rifles. The whole country is a safe zone for violent criminals. Statistics don't tell the true story when police don't arrest and citizens don't bother to report crimes.

Exactly what was happening in Broward County, Florida where the last shooting took place. In order to increase federal funding, they under reported crimes. Sheriff Israel happened to be a noted Clintonite gun grabber...who then instructed his deputies not to use their guns to defend the children as they were being murdered.
Grim subject, no nice way to discuss it.
I'd feel safer in the Old West when almost everyone carried a gun and personal responsibility was expected. Shootings were rare as it was known that others would shoot back.
The areas with the loosest gun laws have the fewest shootings. The areas with the strictest gun laws have the most shootings. Without responsible citizens, government mandates have no chance. With responsible citizens, government mandates are not needed. One can not legislate morality.
Just Kidding.... Actually, the Adirondack Park is the largest publicly protected area in the contiguous U.S. Of course the reason for this is it is a watershed for NYC, so one area with no woods relies on another area with alot of woods.

Exactly. And you're only "justified" in carrying something for defense in the face of imminent danger? So you see two punks, you say, "Excuse me, two punks! I have to go fetch my crossbow! I'll be right back! Stay right where you are and we can continue this!"
The law is an ass.
The tyrants don't care who or how many get raped, robbed, beaten or murdered. They are bureaucrats, their little piles of paper must be kept neat and in order.
