On the other hand I did hear they are spreading more locations across north and west Texas, so I assume this could mean a creation of chance for expanding to other states, which is funny considering they even have H-E-B down in Mexico.
They even made a 2-story HEB Plus in SA just 3 years ago, yet here they are only in Texas.
There is a statistics page for new stores, but it seems most always open in simply the Great Plains region.
As for why they avoid expanding might probably have to do with competition stress for the company or because is a very deeply Texas-profound store. But like I said North and West Texas are still struggling too to get their stores extended in.

Competition is great for the consumer lol If you make the better product chances are you'll be successful. I could see Atleast giving it a try, I don't think you'll ever really know if you don't try. I think it's very weird as well that they haven't branched out.

Sure, but I mean already will H-E-B have to go something for very big.
I have never heard of them. What do they do? Why do you think they should expand?
Is Wal-Mart, but its got a very "Everything's better in Texas" vibe, thus probably it being the reason it hasn't expanded yert.
As for why I wish they could expand, so that Americans could get more hold of retail experience. Despite it being a Texas-only chain, is as a big of a competitor as they come.

It takes a terrific amount of capital to keep expanding a big box chain of stores. They are filling their expansion plans right there in Texas, as they can afford to open more stores. As there is still a lot of Texas to expand in, they are smart opening new stores in that state. Twenty years from now, they may be in stores all over the country, as they continue to grow.
Looks good. Maybe when people get tired of losing their brick and mortar stores or everything becoming automated, HEB can move in and let us deal with humans again.
