if they call you on your cell phone mark the number as spam. There, problem solved.
If you still have a land line, give it up.
They spoof other numbers; that is, the number that appears on your screen is not the number they are actually calling from, instead it's just one that has been made up. It can even be your own number, or that of a neighbor (they often use the same area code and first 3 digits of the your number) .
So blocking calls on your phone does no good. My husband assiduously blocked every number from robo calls until he reached the max allowed; it made no difference at all.
You can't. There are ways to reduce the number of robocalls, such as reporting to Nomorobo, which I do. The one I can't stop is a woman who just starts talking in Chinese, and I don't have a clue what she's talking about. I report it and it gets blocked and she calls again using another "spoofed" number. Sometimes it will be a local area code and prefix, sometimes even shows coming from my own number on the caller ID. With their ability to use fake numbers they cannot be traced. More often than not I'm blocking a legitimate number belonging to an upstanding citizen whose number is being used.
In my job, I have to answer all calls since there may be a vendor out there for our equipment that the phone doesn't recognize and notes it as spam probably.
When they are talking a foreign language, those are so fun! I say "No, thank you,".......in a foreign language, usually Arabic, and hang up.
Or I'll get someone offering me something for the house, get them to tell me what state they are in, "Oh, well, I'm in Texas and we won't be doing business, good bye.". CLICK.
What really upsets the "realies" is that I answer "Good Morning!" (or whatever time of day it is) in my most cheerful voice, they say something that does not say why they are calling, and me, "Good Morning!" again, like they reached some kind of auto answering service. This usually goes for 2-3 passes before they curse me and hang up.
Finally, never say "Yes" to any question such as "Can you hear me?" because they may be recording and want to have your voice confirmation to buy something.
All that does is verify that it's a valid number - just DO NOT ANSWER!
The problem there is they spoof valid numbers that you do want to answer, like doctor's offices or the local school. Everytown has a lot of parents with kids in school, so you're going to answer that call from the school number.

Yes I have experienced that. I got calls twice that had MY name as the caller.

If you have so much "fun" talking to spammers, them you should happily live with all the calls that entertain you so much.

No, you still don't need to answer unknown number - no matter how similar or local it looks like. Let the spam screening or answering system answer it so you can hear what is said. You always can grab the phone and interrupt the screening or call back the second the call ends.
Be in charge of your phone. Don't let spammers bully you.
Like many here, I only answer calls from numbers in my contact list. If it's a legitimate call from someone not in my contact list, they will leave a message and I call them back. I then add this number to my contact list.
This seemed to be the closest forum for my question.
I'm on the 'Do Not Call' list but continually get calls from the same company that disguises the number they call from. How am I supposed to report this or is there some other way? I've probably gotten at least 15-20 calls from the same person and am damn tired of it.

Urban legend BS.
