Because it's a dumb question. This is the oddest thread I have ever seen. Why ask such a question.
Ask the question, "Is the track 400 meters?". If the answer is yes then the track is really a mile when you go around it 4 times. IF the answer is no then it would be false.
Why is this a dumb question? Perhaps the OP wants to run some laps around the track and wanted to kinow if it really is a 1/4 mile around so he can mark how far he has run.
Is 4 laps around a high school track really a mile?

It would be best to drive your car around the track 4 times to get the true answer. Make sure you jot down the mileage first as I always forget to do that step when I'm guessing distances in these instances.
