I know I will be on the unpopular side of this issue, but I ran track in Texas in the 90's and it was the same thing. There is no celebration until you get the trophy. One time, a team lost the relay and the meet because the anchor leg of the 4 x 400 m raised the roof as he was rounding the last turn. It's understood that these gestures are not allowed and we never had an issue with it. If you don't like it then you need to change the policy, which was not invented by the ref. In track you don't storm the track or anything. Once you finish the race, you exit the track, you don't celebrate on the track.
