When the runners get "on their mark...," they cannot pass the start line. But i am assuming they can set the blocks as far forward or as far back as they want to get a comfortable "set."

Is this so?

yes, when starting blocks are used, the individual runner can set them for their best launch. some runners prefer to launch off the left foot, others prefer the right foot.

its just like in racing, each driver tries to get the car to fit them personally.
