Springfield has excellent medical services. However the not too hot not too cold part is going to be a problem anywhere in Missouri. Although not as cold as Michigan it's plenty cold and dreary for several months.

Springfield, Joplin, Columbia, and possibly Popular Bluff are the communities in Missouri that seem to me to fit your requirements.

This website has a wealth of data of cities, counties, and states. Follow this link and about 1/3 of the way down the page you will find climate data: //www.city-data.com/city/Springfield-Missouri.html

A typical winter day - say February - will be a high of 45 deg., a low of 25 deg., with a mix of sun and clouds. But it will drop to 0 deg. or below once in a great while, or it can be in the 60's. More temperate weather is pretty common up to mid-December. We do not often get much snow and it seldom remains on the ground for more than a week, but about every third or fourth year we will have a 10 - 15" snowfall - usually in March.

Springfield has a mild climate, but south of town it's warmer due to lower elevations. Branson is pretty warm in the winter. Coldest average high is around 45 degrees in early Jan down there.

Far SW Missouri has the mildest weather in the state along with the bootheel. The weather is tolerable down there compared to Kansas City for example.

Rolla is another possibility. Has a nice community center, a well-regarded (albeit specialized) university, close to ample hunting and fishing venues. It's also got a pretty active community life.

It's about an hour and a half from St. Louis.

Mt Vernon, Missouri is half an hour from the Springtown medical district. It's got a little of everything and VA facilities if your a veteran. Lots of open space, low taxes and affordable homes on 5-10 acres. Worth a look IMO.

Bolivar, MO might be another area to consider. Bolivar is definitely small town (I think around 10k people?) but has a great hospital with many specialists and a surprising array of medical services for a town its size. It's about 30 minutes north of Springfield which has two large hospital systems as well. Bolivar is a very clean, safe town, housing is not expensive, and does have some public transportation.
