Those interested in moving to Cedar City should probably be aware that a new flight school which includes helicopter instruction has recently opened in Cedar City, significantly raising the background level of mechanical noise- to a rather extreme degree in some parts of the city. The helicopters start up before dawn and helicopters and small planes now circle the city all day long, often flying low over some neighborhoods. If people are looking to get away from big city noise levels, Cedar City no longer meets that requirement.

Get a few households together (there is strength in numbers !!), and visit that flight School.

Honestly, there is so much *open space* there, I see no real reason to make all that ruckus over homes and people !!! When they are around your area, how high are they (you think ?)

BTW, I am a pilot and love to fly, but I stay away from homes and buildings and gatherings of people like on sports areas !

We were wondering why they felt a need to buzz and fly over the neighborhoods as well, the rest of the county is mostly open space so it doesn't make sense to focus routes on the most populated region of the county. Even some of their social media photos show the nighttime view right over a densly populated neighborhood with statements along the lines of "What our students are doing on Saturday nights."

There is a statement *recreational* pilots use:

Some people like to watch people fly.
Some people like to be watched flying ...

If they are too low, you can legally complain.

But ...

You have to prove they are a nuisance and or endanger the safety of people on the ground.

The problem lies in the fact that they are flying helos, which have an exception to the rule.
You could read up on FAR § 91.119 Minimum safe altitudes.

(d) Helicopters. Helicopters may be operated at less than the minimums prescribed in paragraph (b) or (c) of this section if the operation is conducted without hazard to persons or property on the surface. In addition, each person operating a helicopter shall comply with any routes or altitudes specifically prescribed for helicopters by the Administrator.

Your ammo:
§ 91.13 Careless or reckless operation.

(a) Aircraft operations for the purpose of air navigation. No person may operate an aircraft in a careless or reckless manner so as to endanger the life or property of another.

(b) Aircraft operations other than for the purpose of air navigation. No person may operate an aircraft, other than for the purpose of air navigation, on any part of the surface of an airport used by aircraft for air commerce (including areas used by those aircraft for receiving or discharging persons or cargo), in a careless or reckless manner so as to endanger the life or property of another.


So take pics and videos WITH sound of those things that also show homes on the ground for comparison
