What is your point in posting this and making that statement?
People get attacked almost every moment of every day in numerous cities large and small across the country and someone always says "Joey, Jeanie and Hortense are good people, just made a bad decision today".

These incidents remind us why time and place curfews need to be revisited from time to time. It's part of law enforcement and to not implement them when necessary is negligence and a disservice to law abiding citizens.

Topospace is a troll, What is the point of this post? Guess what knockout attacks happen in almost every large city, NYC had a huge problem with them in the summer, So news flash crime happens in every large city, Topospace do you even live in STL? If not why do you care what goes on here so much?

Very simple. Impose the curfew. Announce the curfew and then enforce it. Anything can be done. I'm sure you know that. For instance, perhaps impose a curfew that would require minors to be accompanied by a parent or legal guardian only. Would such a curfew be challenged? Of course. Would it be legal? Yes. There are all kinds of restrictions on minors already.
