1. So-so, it is east of I-81 near the Outer Comstock neighborhood, but if you go west on Brighton, the neighborhoods are rougher on the other side of I-81.
2. Generally safe and is actually in Solvay, which is a blue collar suburb west of Syracuse.
3. Fine and is in/on Onondaga Hill, which is a mostly upper middle class suburb west/southwest of Syracuse.

1. On the skirts of a bad neighborhood. This house is closer to the industrial part of the neighborhood.
2. Not familiar with this part of town enough to have an opinion.
3. This house is on a very busy street at a very busy intersection, but it is next door to a Dunkin Donuts. I want to say it has been used as a commercial property for a while, so it may be chopped up.

The only one that's really near SU is the one on Brighton. It's closer to the outer Comstock neighborhood and generally OK, though tends to be more rough around the edges on the other side of I-81. There are very few homes where that one is, it's a mostly industrial area that's also near some SU-student-heavy apartment complexes.
The Seneca Turnpike one's in a perfectly good area, though on a pretty busy street - and 15-20 from the university hill.
Cogswell's in the village of Solvay, which is generally pretty good (and cheap power, assuming that address is on Solvay Electric) but again not particularly close to the hill, 15-20 minutes away.
If you want to search on proximity to campus, center your search on 13210/13244 and see distance from there. The surrounding zip codes to the hill are 13210 (immediate surroundings all directions but west) and 13224 (further east to Dewitt line). Most of what's immediately west of campus is in 13202, though most is either upscale housing downtown or rough neighborhoods, not much in between.
So I just drove by the house on Brighton. The back house looks cute, but the neighborhood is iffy. The few houses that are in that neighborhood look to be rentals that are run down. Brighton would probably be the least safe.
Another thing to consider with the home on Onondaga Hill is that the community college is right down the road from the home and there is a bus line near the home. So, you may consider renting the home to community college students. There's a hospital(Community General) there as well and perhaps it could appeal to a younger person that works there.
