My neighbors have three large dogs that poop all over their back yard, and they leave it there. The smell is so bad i can't use my yard, and the flies are ridiculous. I have complained to the town, and they said they don't have to pick up waste in their own yard. Any one else have this proble, and what can i do?

Find a reason that it could be a heath hazard and go to the EPA or something haha. Sounds like your neighbors are pretty dirty. I'm assuming you already attempted to talk with them about it? What do the neighbors on the other side of them think about it? Maybe the two of you could reasonably try to talk with them about it?

Do they rent or own? If they rent contact the landlord.

Have you tried talking to the neighbors themselves about the problem?

Default dog owners

I have talked to the landlord, she showed up with a bunch of dogs in her car, and just said, they're nice when you get to know them, and ignored the complaint. I have spoken to them directly, and they seem to think it's fine. The surrounding neighbors all have dogs that leave their piles in their yards as well, the town said they have no zoning against it, I have lived here for years, i don't want to move. The previous neighbors were owners with no pets, the new owner rents to anyone.

I know its gross but I would pick it up with a shovel and toss it in the dog owners yard.

Default neighbors dogs

The problem is that it is in their yard, but it borders mine ( although i have a fence ) and three big dogs dropping poop day after day, without being picked up, smells really bad, and flies are everywhere.

Have you tried contacting the County Health Department?

Default The Board of Health is your Friend

Dog feces is feces, and there are laws about leaving raw sewage about. Call your DoH and file a complaint.

Also, there are laws in most communities about neglect of an animal. Leaving feces in an animal's area is a form of neglect.

If you don't first succeed, become the squeaky wheel.

If you check the city of Syracuse's website, there's a link titled "What every resident should know". It clearly states all dog "waste", in the owners yard or not, should be cleaned up regularly, due to it being "Hazardous waste". Get a lawyer, and take em' to court if its that bad.
