We are looking to relocate to the Tampa area and are trying to find some place that doesn't have CDD fees. Homes in the price range of under $300K. It seems like finding this information is not readily available.

Arbor Woods by Taylor Morrison in Wesley Chapel is a new non-CDD community, but they factored CDD fees into their pricing, and you can really get the smallest house their for under 300K.
The Woodlands by KB Homes on SR 56/SR 54 is a small community (under 50 houses) with the price range under 300K. Watch out for quality though. They way KB built before is not something you want to deal with.
Now days all communities without CDD advertise it, so if you see nothing - most likely there is a CDD.

Homes that are not in 'master planned" communities most probably do not have CDD fees. If you looking at used homes you can ask the realtor to find out if the have CDD fees. Most listings that do not have CDD fees will usually tell you this, as it is a selling point.

I own a KB home and have no issues. I'm not affiliated to the builder so no worries and I have seen homes from many different builders with issues so better look into it from house to house since often it has to do with the general contractors and manager on site and how the building of the property was handled.

Under the warranty KB homes gave all 4 sides of our house new stucco and painted it for free due to some settlement cracks and issues else where but Pulte, Standard Pacific, Meritage homes, etc. all had similar issues and it is mostly because in 2005 during the boom any person that was willing to make a buck by helping to built homes was allowed on site and could one day be a lawn mower employee and the next day putting stucco on a house so logically that things were not done as they should have been done. On top of that the county inspectors were so busy that they didn't get out of their car and just signed off on homes that should not have passed an inspection.

CDDs are not a bad thing. You either pay for infrastructure up front or over time. We are a CDD master planned community (by Newland). As was said, the cost is added to the purchase price or is paid as a tax and bond over time. You can pay your bond off early, but the tax cannot be paid off.

Take a look at various communities you like and rank them. I suspect that Master Planned communities with CDDs will be highly ranked.

In Riverview, Moss Landing, Enclave at Ramble Creek, Waterstone Lakes, Forest Glen, Wilson Preserve, Magnolia Park, and Riverview Meadows are some of the new home communities with no CDDs. This area is booming right now and there is building going on all over town, so there are probably more I don't even know about.

Stage Coach in Land O'Lakes near St Rd 56 and St Rd 54 and New River off St Rd 54 both have no CDD fees. But there are many more without a CDD.

Seven Oaks does have a CDD but combined with the low HOA fee of under $100 a year and dividing the CDD by 12 the CDD fee is similar to many communities without a CDD. Just check and compare what a CDD and HOA fee is what will be incl.

Smaller communities have no CDD fees but you might have an HOA fee if there are amenities. Taylor Morrison and KHOV are two builders of such that come to mind. In addition, an independent builder such as Domain or Taralon who specialize in buying teardowns for lots will most likely have neither CDD nor HOA.

An agent can run a listing search for you and specify CDD Y/N, but all of the new home builders do not list their new homes in the MLS. Generic new home builder websites such as NewHomeSource will have many of the new communities listed but as you discovered, they want you to contact the builder individually for specifics. It's a frustrating time waster that I'm all too familiar.
