But the threat of litigation from a lawyer representing several labor unions – who argue they would be prevented from protesting or handing out informational leaflets under both of the proposed panhandling bans – has forced city officials back to the drawing board.

I somehow disagree..You may ban panhandling but you can't ban panhandlers..

The option should just not be simply banning and using police as an enforcement tool, gotta create some incentive or put the panhandlers to work..Got any suggestions?

All St. Pete did was 'avoid' the problem thereby putting the onus on surrounding cities, they did not make any effort to work at the problem.

Why is it the city/counties job to put them to work? There are places for these people to work if they actually tried.

I honestly dont mind the dudes selling water and stuff, its the ones that sit there with a fake limp giving you a sad stare to try to guilt you into giving them a damn dollar. I also find it funny how almost EVERY one of them are "single parents trying to feed there kids" according to there signs.. give me a break

Not sure which world you live in.. Tampa has 12% unemployment..means 12% of the population CANNOT find a job since there is NO job.

If possible, I would ban unemployed people from Tampa that way Tampa area is full employed!!!..just kidding..

It is funny and I do agree with this but going back to the crux of the people..someone has to take up the cause..city/county or private or social organizations..

When I was on the other side of the ocean, I seen pan handlers there too. I was at a concert in Clematis in West Palm Beach and I was surprised at some old, really old man asking me for money. Here in KY, they do it differently but they do it too.

Wonder if they're going to outlaw gasoline beggars - had another gentleman approach me yesterday as I was putting $50 in my tank. He wanted me to help him put gasoline in his SUV. "I'm here w/ my son" - must be pretty tough to come up to ask for help with your son witnessing it.
