The option should just not be simply banning and using police as an enforcement tool, gotta create some incentive or put the panhandlers to work..Got any suggestions?

Why is it the city/counties job to put them to work? There are places for these people to work if they actually tried.
I honestly dont mind the dudes selling water and stuff, its the ones that sit there with a fake limp giving you a sad stare to try to guilt you into giving them a damn dollar. When I was on the other side of the ocean, I seen pan handlers there too. I was at a concert in Clematis in West Palm Beach and I was surprised at some old, really old man asking me for money. Here in KY, they do it differently but they do it too.

Wonder if they're going to outlaw gasoline beggars - had another gentleman approach me yesterday as I was putting $50 in my tank. He wanted me to help him put gasoline in his SUV. "I'm here w/ my son" - must be pretty tough to come up to ask for help with your son witnessing it.
