I believe in Florida you have to tell the court who was driving. If you don't, the owner is responsible and will have to pay an even higher fine for taking it to court.

I see these things flashing all the time when there is no reason whatsoever for them to give anyone a ticket. Imo, they will likely reduce how many bad t-bone accidents, highly increase rear end accidents, and make the city a bunch of money in the process. I personally don't like them.
