There seem to be a lot of historic houses for sale in that area $300k+ in the area close to the intersection of I-275 and I-4 just above the Tampa peninsula. However, I was wondering about the locality. Is it safe for a young family with kids?

Not safe enough. But there are hot and cold spots around tampa, so you would need to be more specific with the location for a better answer. Do you mean near the river? Seminole heights? South Tampa is very trendy BUT west Tampa is ummmm lets just say NOT. Moderator cut: comment

how about NE St. Petersburg? the ride over th bridge isn't all that bad fi they have to get to Tampa.

Sounds like your speaking of Tampa Heights which is going through a transition, some of the older historic homes have been redone, but could be on the same street as older, deteriorated homes. I'd give that area about 5 years or so...
