I am driving with my friend, Carlos, to Mexico. He is returning to Mexico permanently. I am returning to the US by plane. Upon crossing the border at Laredo, I am planning to sell him my 1992 car. How should we do this? Do we need to go to the federal building to switch registration?

Personally, I would sell it to him here in the US in the county that you currently have it registered in and let him worry about what needs to be done to register it in Mexico. Once you have sold it (and get the title signed off!), it is his problem. I doubt you have to do anything more on the US end, but he will probably have to register it down there and pay whatever fees.

if he is a Mexican citizen, think it would be much easier for him if you do sell the car in US

I'm not so sure you can "nationalize" (in Mexico) a car yet without paying big bucks. If he really wants the car, you are better off selling it to him in the US and he can deal with nationalizing it but its mostly farm trucks and utility vans that cross - I think importing first started with just trucks. Cars that have a VIN that starts with 1,2,3, 4 or 5 are also allowable now. They have to be 10 years or older. I tried searching for an English site for more info but couldnt find one but if your friend speaks Spanish, he can check out some basics at this business website = Agencia Aduanal Ramon Guerra Ayala (Agente Aduanal) (broken link) The times that friends have nationalized a truck, its been about $400 - $500 (depends on Make & age of vehicle) and there is a 72 hour wait at the Customs import lot. Good luck.
