Can't the state constitution be amended to prevent this from happening ?

Well they're going to have to do something in Austin to make up for the budgetary shortfalls that are coming. The smoke and mirrors that the Republicans have been using for the past few years isn't going to last forever. With that said, they should do all they can to avoid having to institute a state income tax.

What smoke and mirrors are you talking about?

Do you think the Republican majority of the Texas legislature caused statewide tax revenues to fall differently for Texas than they have for every other state in the country?

How about the Democrats in California - whose budget problems are far worse?

I'm talking about parlaying the deficits that we're running to show up 2-4 years down the road by recognizing future revenues (which are over-estimated by almost all accounts) in the current.

This has nothing to do with falling tax revenues. Even if tax revenues remained current, Texas will still face the same problems. It's a matter of deferring the inevitable for political gain.

Comparing California to Texas is like apples and oranges. California's problem is a constitutional problem. Fiscal matters must be passed through the initiative process, with the majority of voters approving them. The majority always approves increased services and never approves increased taxes to pay for them. No other state employs this sort of system. If they did, they would have the same problem. Also, last I checked, California's governor is a Republican who ran on the platform of fixing the budgetary problems. He hasn't.

Not really, these deficits = forecasts
The recovery in Texas is the strongest in the US, so revenues will rise and deficits will disappear, it's simple.
No shortfalls for 2010-2011 I'm pretty sure about that.
