It does appear there is a male positive ratio in most of the state.

I think you read it wrong.

Most of the blue counties are rural ones.

It is males/females. There are more women than males in most of the state.

Mississippi and Alabama is the place to be for men if you're single. Although, I know both are not that populated compare to Texas.

Seriously, Texas is still solidly red, but fortunately we are not at the bottom of the list. The state is becoming more and more educated, because of the large amounts of transplants and professional opportunities. Texas universities are becoming more prestigious on a national level, too. Eventually, the Texaplex will lead to the "pinkness" of Texas.

I am somewhat surprised at how blue California is, seems that it would be more pink, granted some of the blue counties are pretty big so maybe it skews it a little bit.

And geez, Nevada needs to import some more women!
