First and foremost I hope this is the appropriate area, to post this thread I mean. I posted it here because I am in Fort Worth (Texas) and in the automotive thread somebody from Kentucky could answer my Texas Specific Question in how to properly sell a vehicle.

1. I've heard so many scary stories of people being victims of Tollway charges and even a relative who sold a car to a group of guys. Only for them to be convicted of robbing a convience store and the cops thinking it was him because he didn't remove the license plates. So my first question is can I remove the license plates in selling my car (with no Lien) to another person?
2. Is there temporary tags the buyer could print online?
3. What documentation should be signed for liability purposes to notify the Gov't of a title transfer/sell.

Go to your local motor vehicle tax office and tell them you are selling a car and need the proper forms. There is a section on your title iirc that tears off, fill it out and mail it in, this informs them that you have sold the car and are no longer responsible for tolls tickets etc.

Yes you can remove the plates, but it is a pia for the purchaser, me, that might be a deal breaker. Buyer can get temp tags M-F at the tax office, there is no way that I know of to print them out online. So if you pull the plates and sell on a friday afternoon the buyer is SOL on driving the car till monday.

I sold my car privately to another Texan.

We did not pull the plates or change the window sticker.

I met him at the DMV. They transferred the tags to him.

I left with a receipt saying I was no longer liable for the car at that point.

I scraped off my TXtag and cancelled it online.

No problem.

Also if you buy a car with no plates, you can get a variety of temp plates, you can print them online.

You need to have insurance on the car, and they verify it before they let you print the plate.

REMOVE THE PLATES!

If you have a tolltag, remove that as well

A friend sold a car 2 years ago and they are still dealing with issues from such. And this was not a low end car deal either. NTTA is just one agency they are dealing with as NTTA matched the plates to them and been sending them the bills. They have been dealing with that for over a year. You can not do this over the phone, they have had to go in person with various documentation to prove they sold the vehicle. The paperwork they had between the 2 was not good enough.

You can meet them at the DMV and go inside together to transfer tags. If not, remove them!
