if i live in maumee and work in toledo and my employer withhold 2.25% tax toledo tax rate, but maumee city i live in is only 1.5% tax rate, does toledo owe me refund after they send maumee 1.5%? what happens to the excess tax toledo takes?

This is something about Ohio that puzzles a lot of new residents. You'll have to file taxes for both cities. Toledo's tax is a commuter tax that you owe regardless of where you live. Maumee seems to offer you a credit for the Toledo tax, so you would owe less or nothing to Maumee, but I would call them to verify. That's the nice thing about living in smaller municipalities like Maumee -- you can usually get hold of the correct person by phone easily.

If you do wind up owing Maumee money, you'll have to pay them quarterly estimates.

This is a very common setup in Ohio and it's frustrating to most people who are new to it. Usually it's done through RITA, but neither Maumee nor Toledo participate in RITA.
