Tour Guide Recommendations for Paris Vicinity, Moscow, or St. Petersburg (person, experience)

Have you had experience with private tour guides in Paris, Moscow, or St. Petersburg? If so, whom would you recommend? We would prefer a licensed guide fluent in English with extensive knowledge of the historical and cultural background of the various tour sights, a private vehicle that can accommodate 6 persons including one who is uses a wheelchair, and some flexibility in customizing tour venues.
