Some activities.......we will mostly be on the beach but may venture out a day or two (snorkeling, see the town).
Thinking all inclusive.
We've already done Jamaica, Aruba, Grand Bahama Island so those are all out.
Cruise out of Miami or Puerto Rico. With that kinda budget, you could get a nice balcony stateroom. Unpack once, wake up in a different port/island every day. Instead of doing excursions, hire a local cabbie for the day to give you a proper, non touristy tour of the island you are on. Being on the boat, all you pay for is drinks.
Grand Cayman Island is fabulous! Very clean and safe, English speaking, great town amenities but even better out in the countryside, and pristine water/beaches. We rented a car for the week from Thrifty and drove everywhere. LOVED IT!

This would not be all-inclusive, but how very romantic, Jost van Dyke in the British Virgin Islands. We only spent a day there but I could not get over how lovely it would be to spend a honeymoon there! You can venture out by ferry to the other islands and snorkeling. It's beautiful.
St. Maarten/St. Martin would be perfect. 37 beaches, Grand Case is known as the gourmet capital of the Caribbean, only one main road around the island (and one stop light), zip lining, great shopping. Feel free to DM me for info.
Keep in mind that if you don't have passports, you'll need to secure them to fly to any Caribbean Islands except the US Virgins and Puerto Rico. The cost for first time passports for two, including the photos will eat up about 8% of your budget.
Do a southern Caribbean cruise, great weather and great islands.
