Can't beat the trains in Switzerland. Coordinated sometimes with 2 minute connections, connections are coordinated between buses, trains, cable cars, boats...
Roads are similarly excellent, but they are Swiss roads, if you are picky about guard rails you will be very unhappy.
The highways are good, but the local roads are pretty bad - narrow, twisting even in flat terrain, basically designed for carriages.
I have to go Germany for the best roads. Netherlands is good. Local city traffic in any European city is a nightmare of course. I think Germany uses double layers of concrete, over a layer of limestone, for it's autobahn that has proved more sturdy, less subject to cracking in winter, and smoother then asphalt.
