Traveling from PA to LA
How are the road conditions along the northern route I-70 now?
Doesn't matter. You have no reason to travel on I-70.
Even if you're starting in western PA ... it's only that short stretch over to Columbus. Map LINK
How many days are you taking? Be warned that if you've never driven through the plains, the towns really spread out once you get past Topeka. Plan your fuel and rest stops accordingly because there's a whole lot of nothing between Salina, KS, and Denver.
As far as staying overnight goes, the western burbs of St. Louis aren't bad. Salina or Hays, KS, have hotels right next to the freeway. Mountain towns west of Denver are crammed full of touristas (and will be a madhouse on weekends during leaf peeping season). Grand Junction is the biggest city between Denver and St. George, Utah.

I have driven a portion of I-70 several times from Frederick, Maryland to Wheeling, West Virginia. Not any farther than that. It is pretty hilly in that area. The road conditions are good, although there is often construction going on in western Pennsylvania. It is a 2-lane highway and there are a lot of tractor trailers on that route. So, you may need stay on the left lane to pass them.
I have never driven to the west coast like that. Sounds like it could be a fun trip. Don't get highway hypnosis.
