They place a clear cup with money in it in a position where passers by will most likely knock it over and spill the contents.
After knocking over the contents, the embarrassed person usually feels obliged to apologise and help pick up the spilt money, as well as making a further financial contribution.
It sometimes works with tourists however the locals tend to be much wiser when it comes to such scams, and the populations of large cities are often a lot more cynical and world weary than the more naive tourists.
