Where would you say you can see the most "drunk fun" in American that isn't on spring break, at mardi gras or at a biker rally?

I think Boulder, CO has one of the best bar scenes in the country. You can go out on a Tuesday and it's still insanity at the bars.

Been there, done that--in the 70's, when you could get away with a lot more. I think it's tamer now.
It's still probably more spontaneous and less cultivated on a college campus than it is at Vegas.
The Keys with their hookah bars etc do feel fairly debauched.
Actually, some of my most drunk fun was probably at South Beach in Miami.
But what about NYC?

Partying at the campground for a 4 day rock festival in Wisconsin. Musicians from some of the top acts have been known to join in.
