Just wondering if studded tires are necessary for getting around in the Tri-Cities during the winter months? I have a 2-wheel (rear wheel) drive car. I may have to commute daily to Hermiston (Oregon) and go over the hills in between. Are studded tires allowed in Washington? I assume so since they are allowed in Oregon (I can't remember the dates that they are allowed). I also have a 2-wheel drive truck with off-road tires on it. Should I feel safe in it?

My wife has studs because she drives around the state a lot as part of her work, thus yes, studs are allowed. They can't solve the problem of ice, but they do help a bit with it. Probably more important for a car with rear wheel drive, since front wheel drive handles better in slick conditions. I don't have studs for my pickup, and I have to be pretty careful when it's slick out. Sometimes have to chain up.

If you live in Washington and commute to Oregon, you are crazy for a different reason: you will have to pay Oregon state income tax even though you do not live there. I'd rather live under a bridge deck and eat out of dumpsters than do that. But then again, there isn't much I like about Oregon to begin with.

Craziness aside, you'd also be well served to get some additional weight over those rear wheels.
I remember in the olden days when everything was rear-wheel drive that we'd often carry sand bags in the trunk to help put more weight over the wheels. You'd also have something for added grip if you get stuck...
Be sure you pack chains for those back wheels as well.

Studs will help, but be sure you're comfortable fishtailing!

I personally prefer a non-studded snow tire like some of the Michelin as described in Consumer Reports this month.

Good point about not making much sense to live in WA and work in OR - you end up paying income tax to Oregon as well as the relatively long commute.

Concentrate on getting a better job closer to home before the weather gets bad. You have a couple of months probably...
