I don't see the problem with the state-line issue. If he committed a crime in one state and is incarcerated in another, take him to the other state and convict his butt there, too. It's done all the time. Here in Michigan we have a serial killer in the "Marquette Hilton" who killed a woman in California while he was on vacation -- no rest for the wicked, you might say -- and they never pressed the issue because they are keeping her killing in reserve on the off chance he is ever released. The minute he is a free man in MI he becomes a sorry slice of toast in Calif. A sorrier slice of toast.
The statue-of-limitations issue should also not apply. They have removed the statute of limitations on rape in every state, have they not?
Unfortunately, these type of predators never get better, they just carry on where they left off once released, only better educated now.
