You cant control what? Being arrested? Or getting your finger prints taken?

Yes, you don't really have control of either, but law enforcement does.

Either. You can be doing nothing illegal or wrong at all and still be arrested, and if that happens, they're taking your prints, etc.

Well I look at it this way, when I'm old and gray walking around dis-oriented and pass out in a public area with no one knowing me then the authorities can use those procedures to identify me and return me back to the home.
