Paralegals in Tucson (job market, college, licensed)

I have over 12 years experience as a Licensed Private Investigator. I am also a Certified Process Server. I am interested in working as a Paralegal but desire information on the course of study. Research indicates three possible avenues:

1.) College that leads to an associate degree.
2.) Certificate in a paralegal study course.
3.) Employment with an entity that will train a paralegal on the job.

The question(s) here (for me) is:

1.) Do employers in the Tucson job market consider a paralegal certificate adequate preparation for work in the field?
2.) With the current economy is a certificate enough to obtain a position that could lead to advancement?
3.) Currently are there any firms that will provide paralegal training?
