You are 100% correct. CA is not going to give the OP UE benefits. You have to reside in CA already and have paid into the system in order to collect benfits.

Think about it, why would a state that you have never resided in, paid taxes in, pay you unemployment.

That's what I understand - as always it can't hurt for karma to contact their NYS UE office to be sure of the steps they need to take if they do move as I can't give any advice on the "search letter" the OP was asking about in the first post. There possibly may be a requirement that they register with their new state's UE offices as well. I know most states require that when you move states while receiving UE.
