You CANNOT collect from a state in which you have NOT worked - period.

You are 100% correct. CA is not going to give the OP UE benefits. You have to reside in CA already and have paid into the system in order to collect benfits.
Think about it, why would a state that you have never resided in, paid taxes in, pay you unemployment.
