March 1, 2012 EUC and EB Update

March 1, 2012

On Wednesday, Feb. 22, 2012, the president signed into law the "Middle Class Tax Relief and Job Creation Act of 2012," which extends EUC benefits and allows for 100 percent EB funding through December 2012. Although the funding for EB has been extended, Pennsylvania's EB program is expected to trigger off in late April 2012 and end three weeks later in May. Current unemployment benefits will remain in place until May. Thereafter, the number of benefits will be reduced in accordance with the new legislation. Please see information below.

State Extended Benefits (EB): (up to 13 weeks)

EB is expected to trigger off during late April 2012, and end 3 weeks later during May. The last payable week of regular EB is expected to be week ending May 12, 2012.

State High Unemployment Period EB (HUP EB): (up to 7 weeks)

Pennsylvania's unemployment rate has decreased to a level insufficient to authorize PA to pay HUP EB benefits. The last payable week of HUP EB was the week ending Feb. 18, 2012. After Feb. 18, 2012, HUP EB benefits are not payable to claimants who were receiving HUP EB, even though there may have been a remaining balance on their claim. Individuals who exhausted their entitlement to regular EB on or after week ending Feb. 18, 2012, will not receive the additional HUP EB benefits.

Federal Emergency Unemployment Compensation (EUC)

The last payable week of EUC benefits is the week ending Dec. 29, 2012.

The number of tiers of EUC authorized and total amount of EUC payable is dependent on Pennsylvania's Total Unemployment Rate (TUR) effective at the time. Pennsylvania's future TURs are currently unknown and will be determined later. The number of weeks available during the designated time periods is based on the claimant having already started the particular tier during that time period.

Through May 2012:
EUC Tier 1: Up to 20 weeks (no change)
EUC Tier 2: Up to 14 weeks (no change)
EUC Tier 3: Up to 13 weeks (no change), because Pennsylvania's TUR is currently 6 percent or higher.
EUC Tier 4: No benefits payable in Pennsylvania for Tier 4. (In April 2011, Pennsylvania's unemployment rate fell below the 8.5 percent threshold needed for Tier 4 benefits. During 2012, Pennsylvania's unemployment rate will not be high enough to qualify to pay Tier 4.)
TOTAL MAXIMUM EUC WEEKS = 47
TOTAL MAXIMUM EB WEEKS = 13
TOTAL MAXIMUM WEEKS = 86 (26 WEEKS UC + 47 WEEKS EUC + 13 WEEKS)
June through August 2012
EUC Tier 1: Up to 20 weeks (no change)
EUC Tier 2: Up to 14 weeks (no change) only if Pennsylvania's TUR remains at 6 percent or higher
EUC Tier 3: Up to 13 weeks (no change) only if Pennsylvania's TUR remains at 7 percent or higher
TOTAL POSSIBLE MAXIMUM EUC WEEKS (depending on Pennsylvania's TUR) = 47
No EB is expected to be payable during this period.
TOTAL MAXIMUM WEEKS = 73 (26 WEEKS UC + 47 WEEKS EUC [depending on Pennsylvania's TUR])
September through December 2012
EUC Tier 1: Up to 14 weeks (change from 20 weeks)
EUC Tier 2: Up to 14 weeks (no change) only if Pennsylvania's TUR remains at 6 percent or higher
EUC Tier 3: Up to 9 weeks (change from 13 weeks) only if Pennsylvania's TUR remains at 7 percent or higher
EUC Tier 4: No benefits payable in Pennsylvania for Tier 4. (In April 2011, PA's unemployment rate fell below the 8.5 percent threshold needed for Tier 4 benefits. During 2012, Pennsylvania unemployment rate will not be high enough to qualify to pay Tier 4.)
TOTAL POSSIBLE MAXIMUM EUC WEEKS (depending on PA's TUR) = 37
No EB is expected to be payable during this period.
TOTAL MAXIMUM WEEKS = 63 (26 WEEKS UC + 37 WEEKS EUC [depending on Pennsylvania's TUR])

Thanks for the link. Not sure why they updated the information on the uc.pa.gov site link you provided and not on the http://www.portal.state.pa.us/portal...=963915&mode=2 site. The portal site still has the old information and dates in the FAQ section....

But in any case this confirms what is in the FAQs.

Sorry to bump such an old thread but it pertains directly to what I have been trying to get an answer to. I am completely ignorant to how UC works so forgive me if this comes off as a stupid question. According to the PA site, the last payable week for EUC in PA was 12/29/12. I would read that to mean that people in PA can't receive EUC after 12/29/12, but it appears people are receiving it. What am I missing?

My Spouse has been collecting UC since March 2013 and am trying to find out what happens if she does not find something after her 26 weeks are up.

PA's website is out of date. Last payment date for federal extension benefits under current legislation is December 28, 2013.

When your wife exhausts her state benefits in September, PA will notify her of EUC eligibility.
Quote:
Q. When may a claimant begin to receive Tier 1 EUC benefits?

A. When you have exhausted your regular, state UC benefits (your account balance is $0), the department will mail you an initial application for EUC. If you are still partially or totally unemployed, you may complete and sign this form and return it to the UC Service Center by mail or fax. You should return the completed application immediately in order to minimize any interruption in your benefits. If you do not receive an application for EUC within seven (7) days after you received the final payment on your regular UC claim, call the UC Service Center at 1-888-313-7284.

The UC Service Center will review your application and determine if you are eligible for regular UC or EUC. If additional information is required, you will be contacted. If you are determined eligible for UC or EUC benefits, you will be provided with instructions on filing claims for those benefits.

Or, she might try calling to speed up the transition process.

Currently, PA is paying federal benefits as follows:

Tier 1 - 14 weeks
Tier 2 - 14 weeks
Tier 3 - 09 weeks

Keep in mind, a few weeks of the federal Tier 1 benefits may be reduced 10.7% due to the sequester. At present, there will be no reduction for any weeks ending after September 28th.

IMPORTANT SEQUESTRATION NOTICE
Federal Emergency Unemployment Compensation Payments to be Reduced
[/CENTER]

As a result of mandatory sequestration, federal emergency unemployment compensation, or EUC, benefits for Pennsylvanians will be reduced effective with benefits paid for the week ending April 6.

The maximum benefit entitlement of EUC will be reduced by 10.7 percent for all payments for weeks that begin on or after March 31 through Sept. 28, 2013.

Labor & Industry is mailing notifications to individuals affected by this reduction.
