EUC ended 12/28/2013. Your NY claim, being your last claim, probably was eligible for EUC had Congress extended. PA claim was NEVER eligible b/c you immediately qualified for a claim in NY. It is against EUC regs to for a state to pay EUC if claimant is eligible for a new state claim - which you were in PA.
You didn't have enough FL earnings in your base period which is why you were told to apply in NY and PA. Consider yourself
very fortunate. NY and PA both paid you far more and for a longer period than FL ever would have - total of 52 weeks. FL benefit is pretty bad, low $$ and number weeks reduced by employment rate.
At this point, any standard base-period would be April 2013-March 2014. If Fl agreed to backdate at this time (which it won't), normally the states only go back a quarter, which brings the base period to January 2013-December 2013, again excluding the 12/12 quarter.
You can try, of course. Don't hold your breath. Never heard of this happening at this late date, actually.
